The social entrepreneur works directly to mitigate or solve certain social problems and their consequences.

In Uzbekistan, work began on the introduction of the status of "social entrepreneur". This is stipulated by two projects of the Ministry of Economy, which are published on the portal for discussion of normative legal acts.

Who is a social entrepreneur?
The Office proposes to supplement the Law on Guarantees of Freedom of Entrepreneurial Activity with a new article that will determine who is a social entrepreneur.

A social entrepreneur is a legal entity that has passed state registration in accordance with the established procedure and is working directly to mitigate or solve certain social problems and their consequences.
Who can become it?

These are companies that meet the proposed criteria:

those with at least 30% of the total revenue following the end of the reporting period come from the production of prosthetic and orthopedic products, equipment for people with disabilities, as well as providing them with orthopedic prosthetics, repair and maintenance of prosthetic and orthopedic products and equipment for them ;
those with at least 20% of the total revenue following the reporting period come from the publication of books and other publications with Braille, educational and literary literature for children with disabilities, the creation of audio books, and video using sign language;
those with at least 30% of the total average annual number of employees during the reporting period are socially vulnerable.
Determine whether the company is suitable for the definition of a social entrepreneur, will be due to statistical reports, reports on financial activities, inspections and studies.

What are the benefits to such entrepreneurs?
It is proposed to establish a number of benefits: discounts on the rental of public premises, the sale of state property for "zero" value out of turn and so on.

In addition, the state can assist such entrepreneurs by creating organizations that create an infrastructure for supporting entrepreneurship in the field of social entrepreneurship, including counseling centers, social innovation centers, and ensuring their activities.

There also provides the possibility of financial, property, consulting, information support.
